A quick thing to do is burn a simple portable Linux, boot off it, and see if the PC still has flaky behaviour. Problems with a screen saver and other glitches in W10 made me reason I'd better install the update. Anyways, I personally find this very annoying, and would love to find a way to either: Prevent the taskbar from having such alerts. So I did the same thing in safe mode.

While it is possible that other programs are also being troublemakers, these are those that are known to be consistently creating a flickering screen. El Capitan has seriously messed up email productivity. The restore process took about half an hour then restarted at which time the issue had resolved itself.
